Got a call from STITA after a few days saying that they will probe the driver. More interestingly, I got a automated call from Taxicub hotline stating that they have noted the details of the driver and if there is another complaint against him within 6 months there will be action taken

True the rates just went up in October. The rates were $28 plus a $4 excise for the extra cost of gas. The new rate was $32 without an excise tax amount. I drove the southern part of the map once and the rate was about around the $32 amount. So for downtown Seattle to the Airport from the southern border it is $32 whether on the meter or on the flat rate of $32. In other words the extra distance is a freebie for up to the northern part of the Seattle downtown map area.
In no circumstances should other distateful encounteres be voiced.
With slower or stopped traffic the rate could have increased. The new substitue will be the Seatac Airport to downtown Seattle train.
